Hot news reaching our desk indicates brewing confusion in Nwoya District Local Government after two RDCs were deployed by the President’s Office to the same duty post. President Yoweri Museveni recently reappointed Mr. Osborn Geoffrey Oceng, a son of his FRONASA friend from Atiak in Amuru, as RDC Nwoya. He had previously served as Deputy RDC and RDC for Amuru and Lamwo Districts.
However, sources say Mr. Christopher Omara, the outgoing RDC for Nwoya District, has refused to leave the office, claiming that he has instructions from NRM Secretary General Rt Hon Richard Todwong, who hails from the district, NOT to leave the duty station because, according to him, the SG was not consulted at the time the President made changes. “I have instructions from NRM Secretary General Rt Hon Todwong NOT to leave because the President did NOT consult him before making changes,” Omara is quoted as saying.
When this website contacted Mr. Osborn Geoffrey Oceng, he said, “Yes, it’s true that there is some problem at my new station, BUT I have informed my immediate supervisors. I will wait for their guidance.” Our attempt to contact Rt Hon Todwong was futile as his phones went unanswered.
Other sources indicate that President Yoweri Museveni has not been pleased by individuals in the President’s Office and other political leaders who have made it a habit to alter his appointments. In the last RDC reshuffle, the President was reportedly irked in Cabinet by individuals who want to usurp his constitutional power by transferring RDCs unconstitutionally. When asked in Cabinet, our sources indicate that the Deputy Attorney General, Hon Kafuuzi, guided that nobody had the power to transfer or disappoint an RDC except the President. The same power vested in the President by the Constitution to appoint and transfer ministers is what prevails with RDCs.
Accordingly, the situation in Nwoya may indicate continued undermining of the President’s authority by political leaders and technocrats in the President’s Office.
