Residents of Kagaa Parish in Ochero Sub-county, Kaberamaido District, are raising concerns over the delayed disbursement of Parish Development Model (PDM) funds to their SACCO accounts. Many suspect mismanagement of funds by the parish chairperson in collaboration with district officials.
Villagers report that while other parishes have received their funds and invested in profitable activities, Kagaa Parish remains without any financial support. Mrs. Susan Abeso, a local mother, explained that several villages had prioritized farming, but with the unpredictable weather, there is growing fear of losses, especially since PDM operates as a revolving loan scheme.
Mr. Olima Denis, a resident of Imaki-Oroc, mentioned that confusion has set in, as members who paid significant registration fees have not yet received any payments through their mobile money accounts. Residents are calling on the Chief Administrative Officer (CAO) of Kaberamaido District to investigate the cause of the delay.
NRM Chairperson of Imaki-Oroch, Mr. Robert Ogwal, expressed frustration over the rising complaints and warned that the delay might affect the President’s votes in the 2026 elections.
SACCO Chairperson, Mr. Ocen Simon, explained that the delay is due to the loss of the SACCO Secretary’s phone, which contained the list of required documents for the appraisal system. Despite submitting the secretary’s bio to Kampala for fund disbursement, the loss of the phone has caused a setback.
PDM focal point person, Mr. David Eyamu, attributed the delay to issues with the Wendi payment system, which has yet to register Kagaa Parish leaders. He noted that while most of the district’s 29 SACCOs have received funds through Wendi, Kagaa Parish, along with Kaberamaido Sub-county and Akwalakwa Parish in Kobulubulu Sub-county, are still facing challenges. Attempts to reach the CAO were unsuccessful, as his phone was unreachable.
