The government, through the Ministry of Gender, Labour and Social Development, has introduced plans to extend support to caretakers of older persons above 80 years through the Parish Development Model (PDM). This was announced during the International Day of Older Persons celebrations in Masaka, with President Yoweri Museveni’s speech delivered by Vice President Jessica Alupo.
Museveni highlighted that, in addition to the quarterly UGX 75,000 social grant given to the elderly, caretakers will be prioritized for further support under the PDM initiative. This program aims to create wealth and employment at the parish level, ensuring that the elderly and their caregivers receive adequate assistance.
The president also called attention to the legal protection of older persons. He emphasized the need to amend the law to safeguard their rights, particularly against exploitation by adult children and to improve access to public services. Additionally, mandatory training for caregivers and the regulation of elderly care homes are key government priorities.
Museveni urged the younger generation to respect and support the elderly, stressing that aging is a shared responsibility. He further encouraged older persons to engage in simple activities to stay active and healthy, while also planning for their retirement to ensure financial stability in their later years.
The president reaffirmed the government’s commitment to improving the well-being of the elderly through initiatives like the PDM, urging all Ugandans to cherish and support their older population for a more dignified and fulfilling aging process. He also acknowledged the contributions of development partners, including UNICEF, UKAID, and the World Bank, in supporting social protection programs for the elderly.
By focusing on both the financial and social well-being of the elderly and their caregivers, the government seeks to enhance the quality of life for older Ugandans and strengthen community support systems.
