Osborn Oceng Geofrey embarked on a remarkable journey as the Resident District Commissioner (RDC) of Lamwo District, carrying with him a vision of progress, peace, and development. Today, as he transitions to serve as RDC of Amuru District, Osborn reflects on his tenure in Lamwo with pride, acknowledging the collective strides made under his leadership.
In his parting words, Osborn passionately praised the unwavering dedication of the people of Lamwo, crediting them for embracing key government development initiatives championed by His Excellency President Yoweri Kaguta Museveni. From Emyooga to the Parish Development Model, UWEP, and Youth Livelihood Projects, Osborn noted that these initiatives had transformed Lamwo into a shining beacon of hope and prosperity, making the district a model for peace and development.
“Lamwo, with its fertile land and favorable climate, has become the food basket of Uganda,” he remarked, urging the leadership to harness this potential to uplift household incomes and push the district closer to achieving middle-income status. He emphasized that the district’s success had been admired by investors and stakeholders alike, a true testament to the synergy between government programs and the will of the people.
Osborn’s departure from Lamwo, however, came with delays and challenges as he sought to take over the RDC office in Amuru. Anti-people factions and misguided individuals seeking self-relevance attempted to hinder his appointment, seemingly forgetting that they were not the appointing authority. This site previously covered the negative atmosphere that surrounded Osborn’s initial attempts to take over the office. The former RDC claimed he had not received any communication from the Secretary-General of the NRM, which sparked confusion given that the Secretary-General is not responsible for appointing RDCs.
Despite the challenges, Osborn handled the situation with grace. Instead of engaging in public disputes, he quietly informed his superiors — none other than President Yoweri Kaguta Museveni. Yesterday, Osborn finally received official orders to take charge of the office as his detractor was transferred to Otuke District, clearing the way for him to assume his role as RDC of Amuru.
In his appreciation letter, Osborn extended his heartfelt thanks to President Museveni for trusting him with this important position. Reflecting on his time in Lamwo, he reaffirmed his commitment to upholding the duties outlined in Article 203 of the 1995 Constitution, which include monitoring the implementation of government services and chairing the District Security Committee.
As Osborn steps into Amuru District, a familiar territory where he had previously served as Deputy RDC and RDC, his message remains clear: the people’s interests must come first. His dedication to ensuring that President Museveni’s vision of development and peace reaches every corner of Uganda is unwavering, and his journey as RDC continues to inspire hope and transformation.
“Apwoyo matek!” he concluded, saluting the people of Lamwo as he moved forward with his mission to serve. With a renewed sense of purpose and an unshakable commitment, Osborn Oceng Geofrey is ready to leave his mark in Amuru, just as he did in Lamwo.
