Soroti District’s security authorities have apprehended Ocen Michael, the notorious Parish Development Model (PDM) Sacco leader of Aparisa Parish in Tubur Sub County, following numerous complaints from the local community. Ocen stands accused of extorting beneficiaries and manipulating the PDM Sacco system for personal gain.
The arrest occurred after a community baraza, where locals, including PDM beneficiaries, raised several allegations against Ocen. He reportedly charged between 20,000 and 45,000 Ugandan shillings from individuals hoping to benefit from the PDM initiative, which aims to uplift low-income households. The community further accused Ocen of unilaterally drafting beneficiary lists, excluding legitimate candidates, and favoring his associates. Additionally, Ocen allegedly removed his elected vice-chairperson, Mr. Eliru Julius, and replaced him with an unelected individual, Ocung.
In response to the public outcry, a team of district leaders, including Resident District Commissioner (RDC) Eseru Paul, Assistant RDC, DISO, Deputy DISO, and Commercial Officers, visited Aparisa Parish to assess the situation. The community’s complaints prompted immediate action, leading to Ocen’s arrest. He is currently spending the night in the cells at Katine Police Station, pending further investigation.
Confirming the arrest, RDC Paul Eseru stressed the need for justice and accountability. “The time has come to ensure justice is served. Many people have been cheated and lost their hard-earned money through these corrupt schemes. Anyone involved in such activities must refund the money immediately,” he stated.
The incident underscores ongoing efforts by local authorities to eliminate corruption and ensure that government programs benefit the intended communities. Further investigations into Ocen’s actions are expected to reveal the full extent of his misconduct.
