The Soroti City Woman Member of Parliament, who also doubles as the Vice Chairperson of the Teso Parliamentary Group – TPG Joan Acom Alobo has reacted to a report released by Equal Opportunity Commission, stating that western Uganda has dominated Jobs and opportunities in Uganda.
The tough spoken woman legislator wants officials of public service commission and Ministry of labor to be summoned by parliament to account on the unfair job distribution as per the Equal Opportunity Report.
A report released by the Equal Opportunities Commission has highlighted the regional disparities in employment access within the public service sector in Uganda.
The report reveals that only 39% of Ugandan youth have access to public service employment opportunities.
Notably, the Western region boasts the highest number of employees among all regions.
Presenting the 10th annual report on the state of equal opportunities in Uganda for the financial year 2022/2023, Safia Nalule Juuko, Chairperson of the Equal Opportunities Commission, emphasized the theme for the year: “Fostering inclusive growth, employment, and wealth creation through equitable participation of all Ugandans in government interventions and programs.”
Based on data from 30 sampled government MDAs (Ministries, Departments, and Agencies), the report notes that the western region has the highest percentage of individuals accessing employment opportunities in public service, standing at 36%. The central region follows at 24%.
The Western region shows the highest percentage of employees in top positions at 40%, followed by the Central region at 26%.
In contrast, the Northern and Eastern regions have the lowest percentages at 12% and 21%, respectively. Additionally, the Sebei sub-region lacks any employees in top management positions across all sampled institutions.
While contacted on a phone call, the FDC iron lady attributed the mess to the ruling government of the National Resistance Movement.
“When the government is fully controlled by one tribe and one family of President Museveni, what else should we expect, this should be an eye opener for the tribes from the Northern and Eastern part of the Country,”she said.
Adding, “What I have learnt is that President Museveni and his western tribes have an ambition to completely diminish other tribes by making them Vulnerable and disgruntled so that they continuously easily rule them.”
Alobo wants parliament to review the job distribution regalia and have the percentage leveled in favor of other disadvantaged regions.
“As members of the Teso Parliamentary group whose region in equally being pressed, we are mobilizing to team up with other Members of Parliament from the Northern and Eastern Region to come up with the joint demand because we cannot sit in the same national assembly house and watch just a single tribe turning others into slaves in this error of time.” she said.
Further more, “the first thing i want is to immediately summon the officials of public service and ministry of labor facing Parliament before we make a tough decision.”
Public spending on health, at 7.9% of total government expenditure, falls significantly below the 15% Abuja target committed to by the Ugandan government. For instance, the Bukedi sub-region, comprising seven districts, lacks a regional referral hospital.
The report further reveals that out of the 52 government general hospitals in Uganda, approximately 60% of the country’s districts lack such facilities.
Moreover, four districts have neither a government hospital nor a health centre IV, namely Agago, Kalaki, Namisindwa, and Napak.
