Tonny Tumukunde, an Assistant Registration Officer at the Uganda Registration Services Bureau (URSB), became a focal point after being suspended due to serious claims of misconduct.
A letter dated 13th July 2020, signed by Jane Okot P’ Bitek Langoya for the Registrar General, outlined Tumukunde’s one-month suspension to allow investigations into irregular transactions tied to his account on the Business Registration System (BRS). He had been instructed to return all bureau property he possessed to his immediate supervisor.
The investigation revealed several allegations of misconduct, which included:
1. Asking for and accepting bribes in his official role to provide favors.
2. Repeatedly failing to follow URSB rules, procedures, and directives.
3. Misusing his role at URSB for personal benefit.
4. Sharing access codes without authorization, breaching the Computer Misuse Act.
Following his suspension, Tumukunde was invited to a disciplinary hearing scheduled for 28th August 2020, where he was set to respond to these serious allegations. However, midway through his suspension, Tumukunde tendered his resignation, reportedly overwhelmed by the increasing pressure and the likely consequences of his actions.
