The National Resistance Movement (NRM) Vice Chairman for Eastern Region, Hon. David Calvin Echodu, has called on President Yoweri Kaguta Museveni to review the existing fishing policies and rehabilitate the National Semi-Arid Resources Research Institute (NASARI) in Serere District to boost livelihoods and economic productivity in the Teso sub-region.
Hon. Echodu made the passionate appeal while welcoming President Museveni at a massive campaign rally held at Serere District Headquarters on Monday. Thousands of NRM supporters thronged the venue, waving party flags and cheering as the President continued his mobilization tour across Teso.
In his remarks, Echodu said the current fishing regulations have left many local fishermen struggling to earn a living, as they are unable to meet the stringent requirements imposed by the enforcement agencies. He noted that a majority of residents in Serere and the surrounding areas depend on fishing as a primary source of income and food security.
“Your Excellency, the issue of the fishing policies has pressed the people of Serere, aware that a majority of them survive through fishing,” Echodu said, drawing thunderous applause from the crowd. “Many of the fishermen can’t afford the big boats and standard fishing nets required by the authorities. I therefore appeal to government to support them in acquiring the necessary equipment and review the policies to make them more inclusive and practical.”
The NRM Vice Chairman emphasized that while the government’s efforts to curb illegal fishing are commendable, the implementation has adversely affected small-scale fishermen who lack the capacity to comply with high-cost requirements. He said such communities need government-backed interventions such as credit facilities, cooperative societies, and subsidized fishing gear to sustain their livelihoods without engaging in illegal practices.
Echodu further appealed to President Museveni to prioritize the rehabilitation and re-equipping of the National Semi-Arid Resources Research Institute (NASARI) in Serere, which he described as a strategic agricultural research center that once played a key role in promoting innovation and productivity in semi-arid areas of Uganda.
“Revamping NASARI and providing more funding will not only boost research and training but also empower farmers with modern technologies for improved productivity,” Echodu said. “This will go a long way in fostering wealth creation and supporting the Parish Development Model objectives.”
His remarks were met with loud cheers from the enthusiastic crowd, reflecting widespread support for his call to strengthen key livelihood sectors in the region.
President Museveni, who later addressed the gathering, commended Echodu for his efforts in mobilizing the people and for raising pertinent issues affecting the community. The President promised to look into the concerns raised, reaffirming government’s commitment to supporting fishermen and reviving critical agricultural institutions.
The rally In Serere marked another milestone in the President’s campaign trail across Teso Sub-region, where he continues to consolidate NRM’s support ahead of the 2026 general elections.
