Gen. (Rtd) Caleb Akandanwaho, also known as Salim Saleh, the National Coordinator of Operation Wealth Creation (OWC), has indicated plans to sue Kira Municipality MP Ibrahim Ssemujju Nganda over accusations related to financial misconduct. The dispute arose after Ssemujju’s remarks during a televised discussion on the recent passage of the National Coffee Amendment Bill, which led to the dissolution of the Uganda Coffee Development Authority (UCDA) and its integration into the Ministry of Agriculture, a move opposed by various lawmakers and coffee producers.

In the interview, Ssemujju alleged that President Museveni strategically weakened the National Agricultural Advisory Services (NAADS) by condemning it for corruption, although no officials were convicted. He claimed that after crippling NAADS, Museveni redirected its funding to Gen. Saleh under OWC.
Specifically, Ssemujju accused Gen. Saleh of misappropriating Shs 97 billion from NAADS’ Shs 450 billion budget to procure vehicles for OWC coordinators. He cited parliamentary reports as evidence for this claim.
In response, Gen. Saleh announced his intention to take legal action against Ssemujju for defamation. He emphasized the accomplishments of OWC and associated agencies since 2014, urging scrutiny into their socio-economic transformation efforts. Saleh’s handwritten statement, shared on X (formerly Twitter), challenged critics to examine the impact of entities like NAADS, the Dairy Development Agency, Uganda National Roads Authority, and other related organizations.
Ssemujju, unfazed by Saleh’s threat, expressed readiness for the legal battle, asserting that he could substantiate his allegations against the retired general known for his involvement in socio-political matters since his days as a guerilla fighter.
