Hon. Babirye Milly Babalanda, the Minister in Charge of the Presidency, has appointed George Owanyi, the Resident District Commissioner (RDC) for Nakapiripirit, as the new Sub Dean and Chief Whip for RDCs in the region. This appointment follows a nationwide reshuffle of RDCs by President Yoweri Museveni in August 2024, which saw Ambrose Onoria, the former Sub Dean, transferred from Kotido District to Gulu District.
Owanyi, who previously served in Amudat District, takes over from John Okurut, who has now been assigned to Butebo District. His experience and familiarity with the region position him well to lead the President’s team in monitoring and supervising government programs aimed at achieving socio-economic transformation in Karamoja. This area, while facing challenges such as high poverty rates, illiteracy, cultural rigidities, and a significant disease burden, is also rich in natural resources, including minerals, wildlife, and a vibrant culture, which present opportunities for development.
As Sub Dean and Regional Whip, Owanyi will play a crucial role in coordinating the activities of RDCs, Deputy RDCs, and Assistant RDCs, ensuring effective communication with the RDC Secretariat, the Minister of the Presidency, and the President. He will also serve as the primary point of contact between Joint Security Forces, implementing partners, elected leaders, and the RDCs across the region.
In expressing his gratitude for his new role, Owanyi stated, “I am humbled and exceedingly grateful for the confidence and trust bestowed upon me by the Honorable Minister. I look forward to this additional assignment and my continued service to the Presidency.”
A native of Serere District, Owanyi has previously made two unsuccessful bids for the Kasilo County MP seat against his rival, Hon. Okupa Elijah. With Okupa reportedly experiencing voter fatigue and declining popularity, there is speculation that Owanyi may once again seek to engage the Kasilo electorate. However, he has remained tight-lipped regarding his political aspirations moving forward.
