The Chief Administrative Officer (CAO) of Kapelebyong District Local Government, Ms. Oroma Rhoda, has issued a public warning against a recruitment scam. On January 10th, 2025, an internal memo titled “Notice on Recruitment Fraud in Kapelebyong” alerted the public to fraudulent appointment letters being distributed to unsuccessful applicants from the recent recruitment exercise.
The scam involves an individual named Okurut Bernard, who is falsely representing himself as a Human Resource Officer for the district.
Okurut is contacting unsuccessful applicants, claiming they are on an additional list of successful candidates – a claim the CAO explicitly denies. These fake appointment letters are illegal and punishable by law.
The memo, copied to the District Chairperson, Resident District Commissioner, and Secretary District Service Commission, requests the security committee to investigate and take appropriate action against Okurut.
The fraudulent activity follows a recruitment exercise for various positions, including:
Health Sector: Parish Chief, Medical Officer, Clinical Officer, Theatre Assistant, Porter, Assistant Nursing Officer, Health Information Assistant, Askari, Medical Laboratory Technician, Assistant Anaesthetic Officer, Medical Laboratory Assistant, Enrolled Nurse, and Enrolled Midwife.
Education Sector: Head Teacher, Deputy Headteacher, and Education Assistant II.
Planning Sector: Senior Planner (this position remained unfilled).
The district published the list of successful applicants on noticeboards, social media, and contacted candidates individually.
