The minister issued this stern warning during an assessment meeting on the 2023-2024 performance report held on Thursday at Akello Hotel in Soroti City.
The report, released by the Office of the Prime Minister, showed significant improvements compared to the previous assessment, focusing on enhancing behavior, systems, and procedures to improve local government administration and service delivery.
The best-performing districts in the Teso Sub-region, according to the report, are as follows:
- Kumi Municipality: 82 marks
- Kumi District: 72 marks
- Kalaki District: 71 marks
- Katakwi District: 65 marks
- Amuria District: 62 marks
- Pallisa District: 60 marks
- Soroti District: 57 marks
- Ngora District: 57 marks
- Kaberamaido District: 55 marks
- Serere District: 53 marks
- Bukedea District: 48 marks
- Butebo District: 44 marks
- Kapelebyong District: 42 marks
- Soroti City: 41 marks
Nathan Otutu, Assistant Commissioner for Monitoring and Evaluation at the Office of the Prime Minister, noted that the results were based on the quality of services, efficiency, and the management of government resources.
“Some technical staff have not been serious in their roles, often over-delegating to junior staff members who then make errors,” he stated.
Dr. Ongalo Obote emphasized the importance of utilizing government resources responsibly to deliver value to the people.
“I want to assure all local government officers that the government is now stricter and closely monitoring inefficiencies. You need to step up and use government resources effectively to serve the people,” he warned.
Stephen Ocola, the Chairman of Serere District Local Government, highlighted several challenges faced by local governments, including understaffing, inadequate machinery, and insufficient funding.
