Nakapiripirit, Uganda – Tensions have escalated in Nakapiripirit District as Minister of State for Labour, Employment, and Industrial Relations, Esther Davinia Anyakun, has openly threatened Resident District Commissioner (RDC) George Owanyi. The conflict stems from the recent interdiction of District Engineer Patrick Oketayot, which Anyakun has vowed to halt.
Owanyi had called for an investigation into Oketayot’s alleged mismanagement of a UGX one billion grant intended for the construction and improvement of the district’s feeder roads. The RDC accused the district engineer of mismanaging funds and failing to launch any road projects in the district over the past two years.
In a bold move, Anyakun intervened, halting the interdiction and vowing to “manhandle” Owanyi, demanding his transfer to another district. Anyakun’s actions have been seen as an attempt to protect the district engineer and prevent further investigations into the alleged mismanagement of funds.
Accusations and Reactions
The clash between Anyakun and Owanyi has drawn significant attention, with the RDC accusing the minister of political interference and protecting corrupt technical staff within the district. Owanyi emphasized the need for impartiality and neutrality in the investigation, stating that it is unfair for those responsible for mismanagement to walk free while minor offenders are held accountable.
In response to Anyakun’s threats, Owanyi has maintained his stance on the need for accountability and transparency. “We cannot allow corruption to go unchecked. Those responsible for mismanaging funds must be held accountable,” he said.

I am glad and excited to leave Nakapiripirit for doing the right thing other than stay here and watch open looting of public resources meant for social service delivery.
Community Concerns
The community has been closely watching the unfolding events, with many expressing concerns over the potential impact of this conflict on local governance and development. Residents have called for a fair and impartial investigation into the allegations against the district engineer.
The State House Anti-Corruption Unit, along with the Moroto regional police, has issued criminal summons for the Chief Administrative Officer, Procurement Officer, and District Engineer to provide statements and relevant contract documents.
