Minister for Presidency Milly Babalanda unilaterally transferred District/City Resident Commissioners, sparking widespread concern among RDCs, RCCs, and the general public. This move is a blatant violation of the Constitution, which unequivocally grants the President the mandate to appoint and transfer RDCs and RCCs under Articles 99 and 203.
A case in point is that of Ocheng OsbornThe RDC Amuru, who was officially transferred from Nwoya to Amuru. Despite receiving an official letter, Osborn was left in limbo when the RDC who was previously in Amuru refused to hand over office. The reason cited was that certain high-ranking officials in the NRM party had not been informed, leaving Osborn diplomatically out of office.

This incident raises serious questions about Minister Babalanda’s understanding of her role and the limits of her authority. It highlights the need for greater accountability and oversight to prevent such abuses of power. As Prime Minister Nabbanja Robinah has noted, only the President has the mandate to appoint and transfer RDCs and RCCs, and any actions taken by the Minister without the President’s approval are null and void.
In a letter seen by this site, The Prime Minister has since written to Minister Babalanda, reminding her of her roles and responsibilities. This move is a clear indication that the Prime Minister will not tolerate any disregard for the Constitution and the President’s authority.
It is imperative that Minister Babalanda respects the President’s authority and follows the proper channels when making decisions. Anything less would be a dereliction of duty and a betrayal of the public’s trust.
