A 53-year-old watchman, Ogwal Andrew, has died following a brutal mob attack sparked by the mistaken belief he had stolen a goat, Lira City territorial police confirmed today. The incident, which occurred on June 4th, has led to the arrest of six suspects as investigations intensify.
According to a statement released by SP PJ Okema, the Police Public Relations Officer for North Kyoga, the tragedy unfolded around 9:00 AM on Wednesday, June 4th. Ogwal Andrew, employed as a watchman by Concern Parents NGO, was walking along Mukwano Road in the Industrial Area of Lira City East Division.
Police reports indicate Ogwal found a stray he-goat bearing the trademark “E.G.”, which he recognized as belonging to Akite Dorcus, a local goat dealer. Knowing Dorcus operated from Umoja Market, Ogwal reportedly picked up the goat intending to return it to its owner.
Tragically, his good deed was fatally misinterpreted. As Ogwal neared the Beb Wine Industry area, he was intercepted by a group of individuals. They accused him of stealing the goat and subjected him to a severe assault. The attack continued as the mob moved him towards Arak Farmer Industry, where he was eventually dumped.
Seriously injured and unable to move, Ogwal was later found by relatives who rushed him to Lira Regional Referral Hospital. Despite treatment, he succumbed to his injuries and was pronounced dead on the morning of Thursday, June 5th.
Lira City Central Police Station (CPS) registered a case of assault, which was subsequently upgraded following Ogwal’s death. A dedicated police team processed the crime scene, documented evidence, and recorded statements from witnesses.
Investigations have so far led to the arrest of six individuals identified as suspects:
1. Tumma Joshua Oceng
2. Okello Ronald
3. Hussein Azil
4. Elonge Sam
5. Kabugo Junior
6. Akello Sarah
They are currently in custody aiding police with inquiries. Police emphasize that efforts are ongoing to trace and apprehend other individuals believed to be involved who remain at large.
Preliminary police investigations have revealed a crucial detail: the goat in question had actually been legitimately purchased by a Pakistani national from Akite Dorcus. It was reportedly one of six goats sold to the buyer on May 30th, 2025, undermining the mob’s accusation of theft.
The body of Ogwal Andrew has been taken to Lira Regional Referral Hospital mortuary for a post-mortem examination to determine the exact cause of death. Police are actively working to retrieve the post-mortem report and are also reviewing available CCTV footage from the area to further identify suspects and corroborate events.
SP PJ Okema issued a strong appeal for public calm: “We call for calmness and ask everyone to allow the police to do their work professionally.” He reiterated the force’s commitment to a thorough investigation to ensure all responsible parties face prosecution.
The case highlights the lethal consequences of mob justice and the importance of allowing law enforcement agencies to handle suspected crimes. The community of Lira City mourns the loss of Ogwal Andrew while awaiting further developments in the police investigation.
