Pingire County NRM flag bearer Philip Oucor has pledged to prioritize infrastructure and healthcare development in Serere District, promising to ensure that government commitments translate into tangible results for the people.
Speaking to journalists shortly after President Yoweri Kaguta Museveni’s campaign rally at Serere District Headquarters, Oucor commended the President for approving the long-awaited tarmacking of the Kumi–Ngora–Ocaapa–Kagwara Road, a vital route that connects the district to major economic centers in the region.
“This road project has been on the wish list of Serere residents for many years,” Oucor said. “Now that it has received presidential approval, my responsibility is to make sure it is implemented on time. The people of Serere deserve better, and we cannot afford further delays.”
The Kumi–Ngora–Ocaapa–Kagwara road, once completed, is expected to boost trade, agriculture, and tourism within the Teso Sub-region by improving access to Kagwara Landing Site, a key fishing and transport hub on Lake Kyoga. The project is also anticipated to reduce transportation costs, ease movement of goods and services, and open up new opportunities for small-scale farmers and traders.
In addition to infrastructure development, Oucor emphasized his commitment to strengthening the healthcare system in Serere. He announced plans to advocate for the elevation of Serere Health Centre IV to a modern general hospital, noting that the current facility is overwhelmed by the growing population and limited resources.
“Our health workers are doing their best under difficult conditions, but they need better equipment, staffing, and infrastructure to serve our people effectively,” he said. “Upgrading Serere Health Centre IV to hospital status will not only save lives but also reduce the burden on patients who travel long distances to access specialized treatment in Soroti.”
Oucor also highlighted the need for improved social services, including better schools, youth empowerment programs, and wealth creation initiatives to reduce unemployment and poverty. He reiterated that the NRM government’s focus on service delivery must be felt directly at the grassroots level.
“I am committed to working hand in hand with the central government, district leaders, and community stakeholders to ensure that the promises made by our President become a reality on the ground,” he added. “Our people have remained loyal to the NRM because they trust in our capacity to deliver. It’s now our duty to justify that trust.”
Oucor’s message resonated with residents who turned up in large numbers to welcome the President during his visit to Serere. Many expressed optimism that the pledges made by both the President and their area leaders would mark a turning point in the district’s development journey.
As the 2026 general elections draw closer, Oucor’s campaign continues to emphasize unity, service delivery, and accountability, key pillars he says will drive transformation in Pingire County and the greater Serere District.
