President Yoweri Museveni has paid a heartfelt tribute to the late John Cossy Odomel, Uganda’s former Inspector General of Police, for his remarkable contribution to achieving peace and stability in the country. Odomel passed away on February 18, 2025, in India after battling cancer [1].
Museveni, who was represented by Vice President Maj. (Rtd) Jessica Alupo at the funeral in Pallisa district, praised Odomel for his instrumental role in transforming the Uganda Police Force. He noted that Odomel’s leadership helped restore public confidence in the police’s ability to enforce law and order.
“He was not only educated, but also disciplined and patriotic,” Museveni said, emphasizing that Odomel was appointed to head the police in 1992 due to his exceptional qualities, including integrity, patriotism, and competence
Museveni also commended Odomel for his good cooperation with the public, which he considered essential in law enforcement. Other dignitaries, including Deputy IGP James Ochaya and Capt. Mike Mukula, also paid glowing tributes to Odomel, describing him as a great leader, a distinguished law enforcement officer, and a dedicated public servant.
IGP Abbas Byakagaba mourned Odomel’s passing, saying, “I am deeply saddened to learn of the passing of Mr. Cossy Odomel, former Inspector General of Police, (1992-1998) a distinguished member of Uganda Police Force who dedicated many years of service and leadership to our organization” [2].
Captain Mike Mukula described Odomel as “our patriot” and announced his passing on social media, saying, “I am deeply saddened to announce the demise of our patriot and former Inspector General of Police (IGP) JOHN COSSY ODOMEL (RIP) who has just passed on…” [3].
The funeral was attended by thousands of mourners, and Odomel was laid to rest in Asiatic village, Pallisa district. President Museveni extended his condolences to the bereaved family, praying that they find courage and fortitude to bear their loss.
In conclusion, the passing of John Cossy Odomel marks the end of an era for Uganda’s law enforcement community. His legacy as a dedicated public servant, a distinguished law enforcement officer, and a champion of peace and stability will be remembered for generations to come.
