As the next election period draws closer, a number of idle legislators in Parliament have started panicking and running around for what to account in a bid to maneuver their way back to parliament.
Political leaders in Katakwi have tone apart over the distribution of social services and presidential pledges in the district.
A section of district councilors and two members of Parliament on Friday accused the Ngariam legislator who also doubles as the Minister of state for Education in charge Sport Peter Ogwang for hijacking most of the government programs meant to benefit the entire district to his constituency of Ngariam.
The disagreement has escalated into a rift between top district leaders, some even not meeting eye to eye over the allocation of some of the government projects they claim are only being implemented in one county.
The threatening Bickering among political leaders in Katakwi is worrying locals citing this will turn into a new twist of violence.
Some of the projects in contest are the seed secondary school and two technical schools allocated to the constituency of Ngariam to be constructed by the government as it strikes to ease access to education in the area.
It’s alleged the institutions in question were lobbied by the Minister of state for Sports Peter Ogwang, to benefit his voters of Ngariam County, which is part of a range of presidential pledges since the year 2003 when the president made his visit to Katakwi district particularly Ngariam where over 31 people were killed by the cattle rustlers including a one day toddler.
This has not gone well with some councilors and MPs of other constituencies including Joseph Andrew Koluo the Mp Toroma County and Bosco Okiror of Usuk County.
The disagreement prompted an emergency council meeting with an attempt to iron out the grievance by re – allocating a vote that was meant for Ngariam in favor of other constituencies but this didn’t go well as the council members got tone into parallel groups.
A larger section of councilors spited back fire accusing the two members of Parliament branding them as the idle and sleeping members of parliament who are suffering from their own incompetence and now turning back to the grass rout to bring confusion by attempting to hijack the who are accused by councilors of sleeping in Parliament also point fingers at minister Peter Ogwang.
The council was then subjected to voting to determine which side takes the technical school and secondary.
Majeri Tuke the deputy speaker of Katakwi district council who chaired the emergency meeting after the speaker dodged, told this website that the council discovered two projects that were not part of their district plan in this financial and this included Okore Seed Secondary School and the Technical School which were both allocated to Ngariam constituency.
“We immediately decided to conduct an emergency council meeting to decide on proper allocation as mandatory to the council. The members therefore agreed that one seed secondary school be allocated to Toroma County and the other with the technical school of Okore be retained in Ngariam”, she said.
However the Usuk county Member of Parliament Bosco Okiror remained bitter with the council’s decision insisting that it was unfair since council did not allocate anything to his constituency.
He accuses the colleague Peter Ogwang, the Member of Parliament for Ngariam County for being greedy and disadvantaging him.

“Ngariam County has dominated services which I totally disagree with, I have played my part to guide and direct the council doing the needful, unfortunately some of the big wings in the district influenced the council to down play my efforts. We as members of parliament lobby services for our electorates, but to our dismay the Minister peter Ogwang has used his position to grab services meant for my electorates”.
But the minister of state for sports Peter Ogwang has refuted the accusations slapped on him saying that these schools were part of the presidential pledges to his constituency of Ngariam.
Andrew Joseph Koluo the Toroma County legislator celebrated and danced like a sex excited antelope after council made a ruling that one seed secondary school be thrown to his constituency.
“I am very happy and excited with the decision of council to allocate at least one Seed secondary school to my constituency of Toromas. Our people both need services and that is the reason why they sent us to parliament”, he said while nodding his like a lizard.

When contacted on a phone call, the minister Ogwang blamed his counterparts Bosco Okiror and Andrew Joseph Koluo for being lazy and sleeping in Parliamen while he is busy lobbying social services for his electorates.
He noted that the Technical school in question was a pledge made by President Yoweri Kaguta Museveni in the year 2003 when he visited Ngariam after the deadly Karamojong attack that claimed dozens of lives in Apeuru Aodot IDP camp in the then Ngariam Sub- County.
“it is on record that In the year 2021 when the president came to Katakwi district to converse votes, I publicly reminded him of the pledge of a memorial technical school for the people who massively died during the Karimojong incursions in Teso as he had earlier on pledged in the year 2003. The president recently responded by giving us Okore Memorial Technical School, I don’t know why my colleagues are bickering after my efforts to follow up a presidential pledge”, Ogwang responded on a phone call.

“ It is true that we developed disagreements with each other during the 2021 general election and my colleagues have now capitalized on it, I have always ignore them and focused on serving the electorates and the entire country and now the results of my excellent work have turned to be a psychological torture to them”, he added.
