IN SUMMARY: Dr. Mukisa Emmanuel was interdicted in August 2016 following President Museveni’s orders made during a public rally. He was accused of presiding over a dysfunctional and broken down healthcare system, negligence, causing loss to government and abuse of office among others.
The Wakiso District Chief Administrative Officer, Alfred Malinga has shockingly lifted the interdiction of the embattled District Health Officer, Dr. Mukisa Emmanuel before the disposal of the wanton accusations against the latter.
The CAO Malinga, in a letter written on September 14, 2023, but strangely kept silent until early November, claimed that he personally got guidance from the Attorney General and Public Service Commission.
“Pursuant to Section F-S (15) of the Uganda Public Service Standing Orders 2021, and the guidance from the Public Service Commission and the Attorney General, this is to inform you that your interdiction is hereby lifted,” said Malinga.
The letter said to be copied to the Permanent Secretaries of ministries of Public Service, Health and Local Government, didn’t carry any attachment or proof from the Attorney General and the Public Service Commission.
The letter explicitly noted that the investigating bodies are still carrying on with their work and the fate of the embattled DHO is yet to be decided.
“Please note that this matter may be revisited if the investigating bodies adduce further evidence against you or the investigations are concluded and findings are not in your favour,” noted the letter.
Astonishingly, the CAO concluded by asking Dr. Mukisa to claim for the 99 months of half salary to be paid by the Wakiso District Local Government.
“Please liaise with the Principal Human Resource Officer to claim for the half salary that was retained from the period you were on interdiction,” said Malinga. This even when the case is still under investigation.
A source at the district said the 99-month compensation, which is over Shs200m is a huge financial burden that Wakiso cannot foot at the moment.
“The district is already struggling with very many critical activities lacking funding. Thinking of throwing hundreds of millions to an individual for compensation, even before the case is concluded, is beyond madness,” said a source.
When contacted on phone to comment on the matter, the CAO Malinga sounded and referred us to the Human Resource department.
“You talk to the human resource..,” said Malinga before cutting off the call.
Meanwhile the Wakiso Resident District Commissioner, Justine Mbabazi said she is not aware of the development.
“I have not got copy of that letter and I can only make a comment after seeing it,” said the RDC.
