On October 19, 2024, the President of the Federal Republic of Somalia, Hassan Sheikh Mohamud, paid an official visit to Uganda at the invitation of President Yoweri Kaguta Museveni. The visit marked a significant step in strengthening the bilateral relationship between the two nations, culminating in the signing of key agreements on defense and trade.
During the one-day visit, President Mohamud was accompanied by senior Somali officials, including the Ministers of Foreign Affairs and Defense. The leaders discussed regional and international issues, focusing on peace, security, and economic cooperation.
A major highlight of the visit was the signing of the Status of Forces Agreement (SOFA), a crucial part of the Memorandum of Understanding on Defense Cooperation. This agreement lays the groundwork for enhanced collaboration in defense between the two countries, particularly in the context of Somalia’s ongoing efforts to combat terrorism and stabilize the region.
Additionally, the two countries expressed readiness to sign further agreements in education, sports, and immigration management. Both leaders directed their teams to organize the second session of the Joint Permanent Commission and an Investment and Business Summit to facilitate deeper economic ties.
The discussions also focused on Somalia’s recent membership in the East African Community (EAC), with President Museveni congratulating President Mohamud on this significant achievement. Both leaders noted the importance of integrating Somalia into regional trade networks and fostering increased bilateral trade and investment. The submission of a draft Bilateral Labour Agreement by Uganda to Somalia’s Ministry of Labour and Social Affairs was also acknowledged as a key step in formalizing cooperation on labor issues
President Mohamud commended Uganda for its longstanding role in supporting Somalia’s peace efforts through the African Union Transition Mission in Somalia (ATMIS). The leaders praised the transition to the newly established African Union Support and Stabilization Mission in Somalia (AUSSOM), emphasizing the need for sustainable funding and international support for Somalia’s security forces.
The visit concluded with President Museveni accepting an invitation to visit Somalia, a move that signals the continued strengthening of ties between the two nations. The agreements signed during the visit pave the way for further collaboration in defense, trade, and development, marking a new chapter in Uganda-Somalia relations.
