In a memo addressing the Uganda Investment Authority (UIA) staff, Board Chairman Morrison Rwakakamba and Chief Executive Robert Mukiza have emphasized the importance of maintaining focus on their mandate despite ongoing clashes with Minister of State for Privatisation and Investment, Evelyne Anite.
Rwakakamba’s memo, seen by Press patriot news africa on July 18, 2024, acknowledged the scrutiny from various government agencies and the public concerning UIA’s role in job creation, value addition, and industrialization. He stated, “While these unique circumstances have the potential to distract or divert the Authority from its main roles set forth in the Investment Code Act and UIA’s Strategic Plan, we are encouraged that our work continues without interference.”
This development follows accusations by Minister Anite that UIA’s Director General Robert Mukiza, along with others, illegally awarded themselves Shs 545m in honoraria for additional responsibilities supervising construction at Namanve Industrial Park (NIP). Anite insisted, “You and your staff must refund the taxpayers’ money for the project.”
UIA responded, clarifying that after terminating the Owner’s Engineer (OE) on August 29, 2022, the Project Management Team (PMT), assisted by UIA staff, took on additional supervisory roles. These roles, they argued, were beyond regular duties and warranted the honoraria. Mukiza explained that the proposal for remuneration was approved by the UIA Board of Directors within legal frameworks.
Concerns have arisen that the negative publicity surrounding the honoraria could harm UIA’s brand and hinder Uganda’s industrialisation efforts. The UIA Board reiterated their commitment to excellence, citing numerous awards and commendations from high-ranking officials, including the President of Uganda.
Rwakakamba urged staff to continue serving clients with professionalism and integrity. He concluded, “We expect that all matters regarding the performance of the Authority shall be handled within the laws, policies, and regulations that govern our activities.”
