The Woman Member of Parliament for Katakwi District, Maj (Rtd) Jessica Alupo Rose Epel who doubles as Ugandas Vice President, has unveiled her comprehensive manifesto for the 2026-2031 election. The manifesto outlines her vision and plans for the district and the country, focusing on key areas such as security, education, health, energy, agriculture, women and youth empowerment, spirituality, water and sanitation, environment and conservation, culture, livelihoods, local government, games and sports, transport, and economy.
Maj (Rtd) Jessica Alupo promises to work closely with the President and all leaders to keep peace and ensure security for all persons and their property. She will also support all veterans through the Ministry of Defence and Veterans Affairs to streamline payment of their terminal benefits and proper management of widows and orphans of the deceased comrades.
She vows to follow up on the establishment of a Technical institute in Toroma County and other counties without technical institutes in the country as per the policy. She will also lobby for scholarships from friendly schools, institutions, and development partners to support academically gifted but socially disadvantaged children. Additionally, she will promote science education, motivate best-performing students, and support teachers with refresher courses and SACCOs. She will also advocate for the recruitment of more qualified and experienced teachers to improve the ratio of teacher-to-pupil and teacher-to-student.
Maj (Rtd) Jessica Alupo pledges to ensure expeditious implementation of the presidential directive on establishment of a super specialized hospital in Katakwi District and Lwengo District. She will also advocate for fully functional health Centre IVs and health Centre IIIs in all sub-counties, and ensure timely delivery of essential drugs and necessary equipment to all health centres. Furthermore, she will accelerate the fight against non-communicable diseases, support government efforts to reduce maternal and infant mortality rates, and secure more ambulances for Toroma County, Ngariam County, and Usuk County.
She promises to work closely with the government to extend electricity to all sub-county headquarters, health centres, schools, and trading centres. She will also support the establishment of more energy plants to generate enough electricity for industrial use, and arrange for installation of solar energy in all rural schools and health centres.
Maj (Rtd) Jessica Alupo promises to deliver heavy-duty tractors and walking tractors to enhance commercial farming and productivity. She will also attract more training workshops in modern methods of commercial agriculture and value addition for all farmers, and arrange to desilt more valley dams/valley tanks to secure enough water for livestock. Additionally, she will support farmers with improved breeds of livestock and crops, and accelerate vigilance on extension services to farmers.
She promises to support SACCOs/Savings groups for the youth, women, elderly, and people with disabilities with trainings on financial literacy, overhead costs, seed capital, and other forms of support. She will also mobilize youth to participate in wealth creation initiatives, and arrange skills development opportunities such as tailoring, brick laying, carpentry, and ICT. Furthermore, she will ensure that Social Assistance Grant for Elderly (SAGE) is paid in time, and arrange and deliver wheelchairs for people with disabilities and elderly.
Maj (Rtd) Jessica Alupo’s manifesto is a comprehensive roadmap for the development of Katakwi District and the country. Her commitment to serving the people and promoting development is evident in her plans, and she is confident that her manifesto will guide her efforts as a Member of Parliament in the 12th Parliament.
